Saskatoon & Region Home Builders’ Association Welcomes Key Housing Measures in Saskatchewan Budget 2025
Saskatoon, SK (Mar 4, 2025) – Yesterday the Government of Saskatchewan released its 2025-26 budget, prioritizing investments in health care, education, community safety, and economic growth. Notably, the budget introduces significant measures to support housing affordability and provide greater certainty for the residential construction industry during these increasingly uncertain times.
Key Highlights:
Permanent PST Rebate on New Home Construction
The PST rebate for new residential construction is now permanent, a major win for housing affordability and market stability. This has been a longstanding priority for SRHBA.
“We have consistently advocated for a permanent solution to PST on new residential construction, recognizing its critical impact on affordability for both builders and buyers,” said Nicole Burgess, CEO of SRHBA. “This commitment from the government provides long-term certainty and encourages continued investment in Saskatchewan’s housing market.”
Increased Saskatchewan First-Time Homebuyers’ Tax Credit
Effective 2025, the tax credit increases by 50%, raising the maximum benefit from $1,050 to $1,575. This enhancement provides greater financial relief for first-time buyers entering the market.
Permanent Home Renovation Tax Credit
Homeowners can now claim a 10.5% tax credit on up to $4,000 in eligible renovation expenses, saving up to $420 annually. Seniors benefit even further, with savings of up to $525 on renovation costs up to $5,000. This initiative aims to support housing quality, aging in place, and drive economic growth in the renovation sector.
Additional Highlights for Homeowners & Businesses:
- Tax Relief – Lowering the education portion of property tax mill rates is estimated to generate approximately $100 million in savings for property owners across Saskatchewan.
- Small Business Tax Rate Set at 1% Permanently – Originally scheduled to return to 2% in July 2025, this permanent reduction strengthens business sustainability and economic growth.
- Personal Income Tax Reduction & Community Safety Investments – Adjustments to personal income tax brackets provide financial relief for Saskatchewan residents, reducing tax burdens on households. Investments in community safety aim to support crime prevention initiatives, enhance policing resources, and strengthen public security across the province.
